Digital preservation (article D-Lib)

The latest issue of D-Lib magazine contains an article on digital preservation. James Currall and Peter McKinney write in the introduction: (my emphasis)

Most work that has described 'sustainable' digital preservation has assumed that the organisation in question will only ask, 'how much?' not, 'why?' The 'why' is the hardest question to answer, particularly when the objects being described are digital and the values derived from them are for the most part intangible. Decision-makers need to have very good reasons to divert resources from primary activities to digital preservation practices, and being able to answer 'why' is more than a matter of saying: 'because it is important'.

The idea is more than just some things aren't worth preserving (even if they are digital), but that the value of the assets will change over time. Some assets may not be worth preserving forever. This is an interesting article. Well written and with good graphs.

ISO 23081 – Metadata for Records (Framework)

Der neue ISO-Standard beschreibt Zweck und Ziele für die Definition und Erfassung von Metadaten zu Unterlagen (Records) und enthält Grundsätze zum Management dieser Metadaten. Weiter werden auf der Basis von ISO 15489 Records Management die verschiedenen notwendigen Metadatentypen identifiziert und beschreiben, die für ein Life Cycle Management der Unternehmensablage notwendig sind.

Der Standard ist kostenpflichtig und kann von der Homepage der ISO herunter geladen werden.

Anpassung der US "Federal Rules for Civil Procedures" an die Anforderungen von eDiscovery

Thursday, April 13th, the U.S. Supreme Court approved, without comment or dissent, the entire package of proposed amendments to the Federal Rules of Civil Procedure concerning the discovery of "electronically stored information." Absent any action by Congress, these rules will go into effect on December 1, 2006.

The new rules will have a significant impact on the management of electronic records. All records management professionals should have a clear understanding of what they need to do to have their ERM program synchronized with these amendments.

Clearly defined selection policies will enable cost savings in terms of time taken to establish whether or not to select and also potential costs further down the track of needing to re-assess digital resources which are either in danger of becoming or are no longer accessible.

This Decision Tree may be used as a tool to construct or test such a policy for your organisation. The decision process represented in the tree should be addressed by your policy for selection of digital materials for the long-term.

Assuming a digital resource is being considered for selection, the questions and choices reflected here will assist the ultimate decision to accept or reject long-term preservation responsibility. The flow of the questions represents a logical order of evaluation. If the response to early questions is not favourable there is little point in accepting preservation responsibility for the resource or continuing it’s evaluation, for example if the content does not meet your collection policy then the response to questions on the technical format will be irrelevant. The structure of the tree aims to reflect this process.

Remember...

When a policy is in place, to be effective it must also be:

* Endorsed by senior management
* Actively promulgated throughout the organisation
* Reviewed at regular intervals
* Allocated appropriate resource commitment

Business Classification Schemes (Morelli)

Schon seit längerer Zeit verfolgen Records Manager einen rein prozessorientierten
bzw. funktionalen Approach für die Entwicklung von Taxonomien, die File Pläne und
Records Schedules unterstützen, weil die Dynamik der Organisation nicht mehr
sinnvoll abgebildet werden kann.
Jeff Morelli aus UK hat dazu ein paar gute Papers gemacht, die vieles auf den Punkt
bringen.
In der Regel herrscht heute in den Firmen noch ein Mischansatz, der die Namen der
Organisationsbezeichnungen noch einbezieht. Längerfristig sollte man sich indessen
von dieser Provenienztradition lösen, die für dynamische Prozessveränderungen
wie sie in der Privatwirtschaft vorherrschen nicht geeignet ist.
