Records Management - Paradigmenwechsel oder neue Orthodoxien?

Wie vermutet sind DMS und ECM Projekte hierzulande noch kein Renner! Wen wunderts?

Wie an einer Tagung des ICMF/ ITS (Information Center und IT-Services Managers Forum Schweiz) ausgeführt wurde (28.9.2012), gibt es noch viele Stolpersteine und Hinderungsgründe weshalb Unternehmen zurückhaltend sind, obwohl sich der wirtschaftliche Nutzen berechnen liesse.

Wir wissen seit Jahren, dass oft nur in einzelnen Abteilungen gewisse Schritte unternommen werden, aber im Zeitalter der Information Governance braucht es einen gesamtheitlichen Ansatz, der alle relevanten Info-Mgmt-Disziplinen und Stakeholders an einen Tisch bringen muss um signfikante Nutzenvorrteile zu erzielen. Dies ist ebenso eine Frage der Unternehmenskultur und -politik.
Der Punkt ist genau derjenige der ausgeführt wird: es geht nicht ohne Aenderungen im Umgang mit Information (Arbeitsabläufe), dies muss endlich zur Kenntnis genommen werden. Beim Smartphone haben sich ja auchviele anpassen müssen.

An article in the Economist (31.1.2010) titled "Yammering away at the office" has fostered
some more positive aspects harnessing corporate usage of social media tools like Yammer.

"A third hurdle is that bosses are worried about allowing informal groups of workers
to spring up that managers cannot control. Yet this is precisely why the systems
are so valuable. Often new ideas and insights—as well as warnings about potential
threats—come from informal contacts rather than from formal meetings. The
trouble is that existing IT systems are geared towards reinforcing separate silos
rather than building bridges between them."

Knowledge mgmt is not about command and control but understanding the dynamics of trust ...

Die elektronische Archivierung erfüllt einerseits die internen Vorgaben und
gesetzlichen Auflagen bezüglich der Aufbewahrung. Andererseits kann eine
Unternehmung mit ihrer Hilfe aber auch einen nachhaltig gewinnbringenden
Nutzen generieren, indem eine IT-gestützte Archivierung Prozesswege innerhalb
der Administration verkürzt und einen transparenten und selbstständigen
Abruf von Informationen ermöglicht.

Many had that dream already.

There is an interesting article in the Records Mgmt Journal (Nr.2/August 2009) from Steve Bailey.

The idea is to exploit the experience and methods of big providers like Google or Amazon who
have analyzed their customer data and profiles in order to automatically process information
based on its characteristics and use.

"... Imagine if instead of “customers who bought this item also bought” that it said “users who
viewed/edited this information also viewed/edited these sources of information”. What
then starts to emerge is a picture of information in its true organisational context.
Hitherto unknown patterns of behaviour come to light based not on how we think
people might work but on how they actually work. This is not the clear cut world of
process-review workshops and simple UML diagrams which bear little resemblance to
reality. This is the real world where processes inter-mingle, users waste time going
down cul-de-sacs and operations are repeated. A far more complex world for sure, but
also a far richer one in terms of the information it provides the records manager with.
For now we can see exactly where a particular document fits into a particular process
(or processes); exactly who uses it and to what information it relates. All a long way
away from the blunt instrument divorced from reality that represents most
classification schemes and file plans. And best of all, it is scalable as Amazon have
already shown us."

Shortcomings in my opinion:
- decentral data must be collected and indexed (federation of all silos without distinguishing between records and non-records)
- The data processing is always based on retrospective activities; prospective actions (e.g. new employees) need intellectual control (at least initially)
- How to manage hybrid envirionments ? paper is not yet dead
- exception handling for special applications
-What about automatic records declaration and capturing ?
- The approach is rather a win for the retrieval side but less for capturing and filing

In der Samstagausgabe der NZZ v. 11.4.09 schreibt Roman Bucheli über archivische Herausforderungen.
"Archive im Allgemeinen und Literaturarchive im Besonderen sind nicht nur gewaltige Erinnerungsmaschinen sowie auf Vorrat und in Unkenntnis von zukünftigen Erkenntnisinteressen angelegte Gedächtnisspeicher. Sie sind regelrechte Abfallvermeider und Müllverwerter."

"Die Kehrseite der verfeinerten Kultur der Aufbewahrung ist die Tabuisierung des Abfalls. Wo kein Fitzelchen der archivalischen Achtsamkeit entgeht, wird die Erinnerung dereinst am überlieferten Material ersticken."

Wir müssen also als Archivare mehr Material kassieren (nach bewusster Selektion); es kann nicht alles überliefert werden was wir uns wünschen; wer soll denn dereinst das Ueberlieferte durchforsten, wenn wir darin ersticken?
Die Bewertungsfrage gerät einmal mehr zur Königsdiziplin.
