We need to switch from talking about the bad things that happen when you don’t manage records properly, to the good things that happen when you do manage information properly. This is not to say that records don’t need to be managed; my contention is that Records Management is subservient to Information Management and that information governance imposes constraints on users and the organizations they work for.

Nachfolgend eine Replik von Peter Toebak auf meine Kritik an seinem Buch: Records Management - Gestaltung und Umsetzung.

Es sei dem Leser überlassen zu urteilen.

Die nachfolgende methodische Polarisierung in eine "Soft"- und "Hard"-Liner Strategie finde ich nur bedingt fruchtbar. Die Frage ist höchstens ob es an der Zeit ist, RM kompatibles Verhalten bzw. der Umgang mit Information und Aufbewahrung aggressiver an Incentives zu knüpfen. Solange ich mit der "Hard"-Methode nur anrenne und bei der IT Kopfschütteln auslöse, ist nichts gewonnen.

Gerne reagiere ich auf eine Rezension von Jürg Hagmann vom 15.12.2010. Er bespricht darin kritisch mein Buch "Records Management. Gestaltung und Umsetzung" (Baden, 2010). Dies ist in Ordnung. Sie gibt mir die willkommene Möglichkeit, einige Kernaspekte der Gestaltung und der Umsetzung des Records Management in Kürze in Erinnerung zu rufen. Auf Details gehe ich, wie der Rezensent, nicht ein. Hier klaffen zwei Sichtweisen auseinander, so viel steht fest. Ich würde sagen, Jürg vertritt eine eher traditionelle archivisch-organisatorische Sicht und ich eine Sicht, die sich konsequent auf Interdisziplinarität, Systemik und Standardisierung ausrichtet. Diese Auseinandersetzung muss selbstverständlich noch einige Male geführt werden. Wir befinden uns in einer Zeit, wo alt und neu in Bewegung sind.

Jürg Hagmann als Vertreter der 'Soft-Methode' vermag die mächtige und stringente Wirkung eines systematischen und systemischen Ansatzes des Records Management nicht zu erkennen. Gerade "an der Front" in Betrieben und Verwaltungen sind Standardkonzepte im Sinne einer "Hard-Methode" sehr wohl erfolgreich. Die andere, weiche Methode hat seit 15 Jahren wenig gebracht und überzeugt letztlich niemand mehr. Wie Hagmann selbst beweist, entspricht diese Sichtweise noch lange nicht dem Allgemeinwissen - nicht in der EDRM-Zunft und z.B. auch noch nicht im Bereich der Wirtschafts-informatik. Darum ist es logisch und notwendig, dass ein Autor den Akzent darauf legt und das eine und andere auch mittels Zitate und Querverweise einbettet. Ein anderer Rezensent (René Schneider) spricht sehr zutreffend von einem Mantra in diesem Zusammenhang, wozu ich mich bewusst entschieden habe.

Sicher wird dies in einigen Jahren nicht mehr nötig sein, sobald die Praxis sich in die erwünschte Richtung weiterentwickelt hat. Erst dann lassen sich Aspekte, Begriffe und Methoden meines Erachtens auch wieder popularisieren. Heute ist Records Management noch kein Normalbetrieb. Nun kommt es noch zu sehr auf Klarstellung und auf konsequente methodische Reduktion der Datenkomplexität an. Die Kernlösung liegt - ob dies uns nun gefällt oder nicht - bei der Deckungsgleichheit von Prozess und Dossier. Akzeptiert man diese Sicht, wird Records Management realisierbar, ja sogar wie eine Art Fachanwendung relativ einfach realisierbar. Akzeptiert man sie nicht (oder noch nicht), läuft Records Management immer wieder hinter der "widerspenstigen" Realität hinterher.



Der (erste) Schritt in das interdisziplinäre Umfeld ist zweifellos steinig, auf jeden Fall anspruchsvoll, sicher für den Records Manager, der im Neuland "an der Front" nicht einfach folgen kann, sondern nota bene lenken muss. Aber alle Beteiligten müssen sich mit neuen Begriffen, Konzepten und Methoden anfreunden, sonst gibt es halt nichts zu gestalten und noch weniger umzusetzen. Jürg Hagmann wertet die Problematik der Systematik und Systemik zu leicht, dies wird in der Rezension ganz klar. Er sieht auch nicht, dass juristische Fragestellungen durchaus kontradiktorisch besprochen können, ja sogar müssen. Sie bilden ein wichtiger Teil des Umfelds des Records Management. Klarheit aus allen Perspektiven braucht es hier noch stark. Dies bringt die gemeinsame Sache weiter voran.



In diesem Sinne danke ich Jürg für seine Leistung, wie ich auch den Autoren Jacques Beglinger, Daniel Burgwinkel, Beat Lehmann, Peter K. Neuenschwander und Bruno Wildhaber für ihre grosse Arbeit danke. Nur gemeinsam - kritisch, aber auch wo immer möglich konstruktiv - kommen wir voran. Wichtig ist mir eine Klarstellung innerhalb der Fachdiskussion. Darauf können wir nicht verzichten. Denn nur eine solche bringt das Records Management in den Betrieben und Verwaltungen weiter. Es liegt mir fern, irgendwelche Autoritäten anzustasten. Auf jeden Fall habe ich, wie im Buch nachzulesen ist, viele Sichtweisen im juristischen Handbuch für Records Management der Schweiz positiv gewürdigt und baue selbst darauf fort. Auch das muss gesagt sein.

RM as a discipline is seeking new orthodoxies: we are at a crossroads.

One possible future orthodoxy is the “records repository model” – where a business
classification scheme is held in a back end system (above item), and applied to content held in the various
applications used by colleagues (item level).

As more and more applications come on stream in organizations individuals and
teams have increased choice as to how and where they keep their records. This
makes it problematic to insist on one corporate records system, and to apply
retention and access rules. That's the impact of the individual orange world (incl. social Media)
on the corporate blue world.

We have to live with the fact that Organizations have an information archaeology, not an information architecture (p. 254 Lappin). Digital landfill specialists ... is also a good term.
Dump and pick will be the paradigm in big organizations as transparency is not even a required principle from a legal perspective.
RM is the art of throwing things away. Therefore we have to focus on the enforcement of our disposition policy.

This is not about losing confidence in the RM profession as records are generated every day and we have no choice to keep them.
But we have to retreat from some orthodoxies (e.g. EDRMS as the only solution and centralizing paradigm which has brought us to a vendor-led profession) as James Lappin explains in his excellent article.
