Fabasoft hat – eigenen Angaben zufolge - "als erster Softwarehersteller weltweit" das
Zertifizierungsverfahren für den neuen Europäischen Records-Management-Standard
MoReq2 erfolgreich absolviert. "Offiziell" wird das allerdings erst am 15. September
2009, wenn der Präsident des DLM Forums den anwesenden Fabasoft-Vertretern in
Köln das MoReq2-Zertifikat überreicht.

Die elektronische Archivierung erfüllt einerseits die internen Vorgaben und
gesetzlichen Auflagen bezüglich der Aufbewahrung. Andererseits kann eine

Establishing and managing a comprehensive electronic records management program, with its all-important retention and disposition policies, typically leads most organizations to consider converting many of their active paper records to electronic records – by scanning the paper into electronic files and creating “digital image copies.” This white paper by Cohasset Associates addresses key legal questions associated with the conversion process.

Good list of recommendations from John Okonkwo, who is a dual qualified US Attorney and UK Solicitor specialising in information governance, with a focus on e-discovery and e-fraud. He is a professional member of AIIM and the Association of Certified Fraud Examiners (ACFE).

Most critical is this one:

Employees tend to store data in the most convenient manner regardless of policy. Portable media or storage devices can now hold vast amounts of data which can exist at any given time only on that device. JISC infoNet has undertaken to create a common framework for measuring the impact of records management. The framework comprises of two main tools to assist organisations with assessing the impact and current status of their records management initiatives within their institutions. These are:
- Tool 1: Records & Information Management Impact Calculator
- Tool 2: Records Management Maturity Model

The first deliverable of the project is a literature review.

Die RM Konferenz 2009 findet in Volketswil (Hotel Wallberg) bei Zürich statt.

Bruno Wildhaber hat ein spannendes Programm mit
interessanten Referenten zusammengestellt.

Während das Thema Compliance nach wie vor eine grosse Bedeutung für
die meisten Organisationen hat, stehen derzeit vor allem Themen
im Vordergrund, die auch zu einer Reduktion von Kosten führen können.
Hier bietet sich das Thema Records Management geradezu an.
Zudem dürfen wir in diesem Jahr die AIIM als weltweit führende
Fachvereinigung in der Schweiz begrüssen. Leider mangelt
es in der Schweiz noch immer an Fachkräften und Experten mit
dem notwendigen Know-how. Nicht zuletzt darum führen wir
in diesem Jahr unsere Konferenz durch.

In diesem Zusammenhang ist es erfreulich dass der VSA mit AIIM als Partner
v. 1. - 4. Sept. 09 den ersten viertägigen Kurs "Electronic Records Management" durchführt.

Wir hoffen natürlich, dass dies Schule macht.

Die Arbeitsgruppe Normen und Standards des VSA führt am 29. Oktober 2009 einen Workshop zu ISAD(G) durch. Die Durchführung dieses Workshops soll dazu beitragen, Wissen über die internationale Normen und Standards und gleichzeitig Kenntnisse über deren praktische Umsetzung in der Schweiz zu erhalten. Vor allem aber möchten wir Sie anregen und unterstützen, die Normen anzuwenden.

Das Programm des Workshops konzentriert sich auf praktische Fragen der Anwendung von Normen und Standards im Bereich der Ordnung und Beschreibung aller Arten von Unterlagen. Dabei stützen wir uns auf die durch die Arbeitsgruppe erarbeitete nationale Richtlinie zur Umsetzung von ISAD(G), die in der kommenden VSA-Hauptversammlung zur Verabschiedung vorliegt.

There is an interesting article in the Records Mgmt Journal (Nr.2/August 2009) from Steve Bailey.

The idea is to exploit the experience and methods of big providers like Google or Amazon who
have analyzed their customer data and profiles in order to automatically process information
based on its characteristics and use.

"... Imagine if instead of “customers who bought this item also bought” that it said “users who
viewed/edited this information also viewed/edited these sources of information”. What
then starts to emerge is a picture of information in its true organisational context.
Hitherto unknown patterns of behaviour come to light based not on how we think
people might work but on how they actually work. This is not the clear cut world of
process-review workshops and simple UML diagrams which bear little resemblance to
reality. This is the real world where processes inter-mingle, users waste time going
down cul-de-sacs and operations are repeated. A far more complex world for sure, but
also a far richer one in terms of the information it provides the records manager with.
For now we can see exactly where a particular document fits into a particular process
(or processes); exactly who uses it and to what information it relates. All a long way
away from the blunt instrument divorced from reality that represents most
classification schemes and file plans. And best of all, it is scalable as Amazon have
already shown us."

Shortcomings in my opinion:
- decentral data must be collected and indexed (federation of all silos without distinguishing between records and non-records)
- The data processing is always based on retrospective activities; prospective actions (e.g. new employees) need intellectual control (at least initially)
- How to manage hybrid envirionments ? paper is not yet dead
- exception handling for special applications
-What about automatic records declaration and capturing ?
- The approach is rather a win for the retrieval side but less for capturing and filing
