Planets = preservation and long-term access via networked services

Das EU-Projekt PLANETS (preservation and long-term access to our cultural and scientific heritage) bringt europäische Nationalbibliotheken und -Archive mit universitären Forschergruppen und Firmen wie IBM oder Microsoft zusammen. Gemeinsam sollen sie Mittel und Wege finden, um sicherzustellen, dass digital gespeicherte Inhalte auch nach zehn, fünfzig oder gar hundert Jahren noch zugänglich sind. Wenn jetzt nicht gehandelt wird, drohe der Zugang zu einem Großteil des wissenschaftlichen und kulturellen Wissens der ersten Jahrzehnte des Computerzeitalters unwiederbringlich verloren zu gehen.

The newly amended Federal Rules of Civil Procedure incorporate "electronically stored information" (ESI) into the scope of discovery. Merging the Role of Library and Archives: The Canadian Model

There still is a divide between the library and preservation fields, with
libraries leaning towards collection development and providing access, and
archivists focusing on long-term preservation. In many respects, however,
Canada is setting a new model for libraries and archives to work together,
rather than in their traditionally separated roles. Two years ago, Canada's
national library and archives became one organization, a fusion that Ian
Wilson, Librarian and Archivist of Canada, believes meets the needs of
Canada's government and public. "The public does not care about silos and
professional differences between librarians and archivists," he said, adding
that information professionals must tap into popular interest and not just
"talk among each other."

Wilson also discussed Library and Archives Canada's (

Canada's heritage and public record. He cited the 1990s as being the "worst
documented decade in [Canadian] history," due to the transition between a paper- and a digital-based records system. Now, he said, digital is no
longer viewed as an ancillary means of preservation: Digital technologies
form the basis of how Library and Archives Canada builds, acquires,
preserves and provides access to collections. On the downside, he
highlighted the huge future expenditures that will be required to maintain and keep online large-scale digital projects.

The International Organization for Standardization (ISO) last month formally published the Open Document Format (ODF) as an official standard: ISO/IEC 26300:2006. ODF is an XML-based open format for a range of office files. The standard is available as a PDF or on CD for CHF 340,00 (approximately GBP143.00).

Kürzlich hat Hubert Wajs am DLM Forum in Helsinki einen Beitrag über den Stand des ERA Projekts (NARA) geliefert. Zur Zeit das grösste digital preservation Projekt weltweit. (2005 sprach der US Kongress nochmals über 300 Mio US$ bis 2012; für die Planungsphase sind seit 2002 schon jährlich > 30 Mio ausgegeben worden).

Dabei gibt es doch ein paar interessante Aspekte, die vermuten lassen, das das Mega-Projekt Gefahr läuft, aus dem Ruder zu laufen:

- Gestrichen wurde die Anforderung an die 'authentically preserved electronic record'. 'Authenticity' wird nun durch einige technische Vorkehrungen und 'Identity Metadata' (16 Elemente) gewährleistet.

- Gestrichen wurde auch die Anforderung an 'free from dependency on any specific hardware or software' (= open source). [Vermutlich ein Tribut an die kommerziellen Interessen von Lockheed Martin Corp.]

- Die technische Realisierung ist nur mit einem Data Grid von dezentralen Servern möglich, welches durch einen 'Storage Resource Broker (SRB)' Server verwaltet werden. [Abkehr vom zentralen Super-mega-cluster und der totalen Archiv-Datenbank

- Zur Analyse und Beschreibung werden semantische Technologien eingesetzt.
- Die Ordnung folgt ISAD (G) und wird im 'Logical File Name' als dem 'persistent identifier' festgeschrieben.

- Die Archivformate sind PDF (für Dokumente) und XML (für Daten und Metadaten).

- Das Projekt wird viermal länger dauern und fünfzehnmal teurer sein als 2002 angenommen (dies soll auch in andern Projekten und Firmen vorkommen ...)

- Elektronische Datenvolumina wachsen ins Unendliche. [Ab 2018 ist das exponentielle Wachstum nicht mehr zu beherrschen, d.h., die Lösung hält für ca. 10 Jahre vor; etwas kurz für ein Archiv 'for the Life of the Republic'

Auffällig auch, dass der ERA link inzwischen von der NARA Startseite verschwunden ist.

"Die Hersteller von optischen Speichermedien garantieren heute die unverfälschte Datenwiedergabe innerhalb von 50 Jahren. Papier dagegen vergilbt und Mikrofilme bleichen innerhalb dieses Zeitraums aus. Auch können mit geringem Aufwand beliebig viele Sicherungskopien erstellt werden."

Gäbe es eine solche Garantie ( "revisionssichere Archivlösung") für optische Speichermedien, dann müsste der Hersteller/Lieferant die Integrität (bzw. physische und logische Lesbarkeit) der Daten über einen definierten Zeitraum vertraglich zusichern und mit einer entsprechenden Konventionalstrafe absichern können. Wer tut das?

Zudem vergilbt säurefreies Papier kaum, wenn es entsprechend gelagert ist. Auch Mikrofilme sind sind nach wie vor das günstigste Langzeitarchivmedium, wenn sie fachgerecht produziert und aufbewahrt werden.

Am 30. / 31. Januar findet in Zürich bei PWC (Birchstr. 160) eine Tagung zum Thema E-Invoicing statt.

Da geht es vor allem um Rechtssicherheit und Compliance. Die Art und Weise, in der man die elektronischen Verfahren zu dokumentieren hat, damit ein Prüfer sich rasch ins Bild setzen kann (und nicht nur der Prüfer...) ist ein weiteres Thema, zu dem Unsicherheit verbreitet ist. Die ESTV hat hierzu noch keine konkreten Vorstellungen entwickelt.
