Records Mgmt & Archiving

MS Sharepoint has been recently certified by DoD except the
classification management part. (Sharepoint is not able to manage
hierarchical classifications) This certification will expire in 2009.
What does this mean for employees who are at the frontline of RM?
Sharepoint will probably be implemented in most organizations to
manage records in some way. But it seems like using Notepad instead of
Word ... will that be beneficial for RM or increase some risks of e-
records mgmt?
